If they wanted to lower the number of home runs, they'd just un-juice the ball. But they don't want to lower the number of home runs - that's why they juiced the ball in the first place.
They is MLB, obviously. And the ball has most definitely been changed from past seasons. MLB says the baseballs are within the same standards, and has denied intentionally changing the ball, but those standards are quite wide and you could get a lot of change out a baseball by simply moving from one end of the range to the other (meaning the physical characteristics of the baseball). Smaller baseballs, lower seams, and rougher surfaces all reduce drag on the baseball and make home runs easier. Sources for reading:
